
Integrated clinker & cement — Nadunget, Moroto District
The Yaobai Cement Moroto Plant (officially operated by YBIH Cement Uganda Limited) is a massive USD 300 million integrated clinker and cement facility located in Nadunget sub-county, Moroto District, within the Karamoja sub-region of northeastern Uganda.
Commissioned by President Yoweri Kaguta Museveni on 24 April 2026, this plant represents one of the largest single industrial investments in the history of northern Uganda and East Africa. It is a subsidiary of the Hong Kong-listed West China Cement Limited.
Clinker Production: Phase one produces 6,000 tonnes of clinker daily (roughly 2 million tonnes annually). Phase two aims to double this output to 12,000 tonnes per day.
Cement Production: The plant is built to output 3 million tonnes of finished cement per year.
Advanced Technology: An advanced new dry-process cement production line engineered for intelligent manufacturing, low emissions, and strict environmental sustainability standards.
Import Substitution: By sourcing locally from Karamoja’s rich mineral deposits instead of imported clinker, the plant is projected to save the Ugandan economy USD 200 million annually in foreign exchange.
Job Creation: The facility has created over 3,500 direct and indirect jobs upon full operation, transforming livelihoods in a region previously marginalised by economic challenges.
